The speech of the Secretary General of the Islamic Fiqh Council, Dr. Salih bin Zabin Al-Marzouqi
Praise be to Allah, the Creator of the heavens and earth, grantor of apparent and hidden blessings to creatures, who said ( Their messen-gers said, “Is there a doubt about Allah, the Creator of the heavens and earth” (Qur’an 14:10). Praise be to Allah who has selected from His servants the illiterate Prophet (blessing and peace be upon) him, his blessed family and illustrious companions.

I am extremely glad to welcome you all Sheikh and to profoundly thank erudite and highly venerated scholars (Ulama) for honouring our invitation to attend this august Conference. It is indeed a good oc-casion that your blessed gathering meets today at the vicinity of the Islamic Fiqh Council to carefully consider the issues that confront Muslims and attempt to find effec-tive solutions for them.
Your Highness, Your Eminenc-es and Excellencies and Distin-guished Guests
Islam -as you all know- is a ba-sic pillar in building healthy hu-man life and it achieves justice, dignity, security and development as well as good prosperous life that mankind desires. In its basic principles, Islam doesn’t contradict with the product of the age but it rather encourages people to attain material progress and civiizational advancement and contribution to promoting humanity and inhabiting the earth.
Since its inception, this blessed state has been serving Islam and Muslims, defending their issues. Moreover, the monarchs of this country have gallantly stood firm against the deviant intellectual cur-rents that have violently raged cer-tain Arab and Muslim countries at one time. Likewise, they fought the waves of militancy, extremism and terrorism.
At this age, certain slogans founded on the rejection of the re-ligion of Allah have emerged , dis-seminated liberation from religion , values and ethics, targeting par-ticular categories of Muslims.
Distinguished Scholars:
The Muslim Nation looks to your resistance of whims before they change into suspicions and cultures that become extremely difficult to be separated from, because suspi-cion in thoughts commences with an inch and ends in despicable disbelief. Allah says, “In their hearts is disease; and Allah has increased their disease”. (Qur’an, 2:10)
Your Highness! Distinguished Ulama
Since the commencement of its ac-tivity in 1388H (1968D), Islamic Fiqh Council was graced by Allah to conduct twenty–two sessions (22) in which it issued more than one hundred and thirty resolutions (130) on matters pertaining to Is-lamic creed as well as general, economic, medical and social ju-risprudential rulings. The Council is anticipated to convene its twen-ty-three Session this year. Further-more, the Council has convened three international Conferences and nine symposiums, three of the symposiums in this year ; and it intends to organize two symposi-ums this year; one of them will be in an European country.
Furthermore, the Council has issued a number of statements and recommendations as well as the Charter on Religious Edict (Fatwa) in forty-one Articles. The state-ments, recommendations and reso-lutions included answer to those who attempted to ascribe the accusation of terrorism to Islam or Muslim countries, including the Kingdom of Saudi Arabia. The Council has translated its resolu-tions to live languages and it will continue the translation process to other languages. In other effort, the Council has presented to the world four hundred publications. All the above works issues Islamic rulings on newly emerging incidents and address current problems. The driv-ing force behind all this is to serve Islam and Muslims everywhere.

After due profound thank to Al-lah Almighty for His bounties to us and for facilitating the conduct of this significant Islamic Confer-ence and for the gathering of this unique elite, I have to record my profound thank to Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al-Saud for his kind patronage of this august Confer-ence and for his liberal support for the activities of the Muslim World League in general and the Islamic Fiqh Council in particular as well as for his honourable attitude to-wards the Islamic causes and his good offices in enhancing the unity of Muslim Ummah. I would like also to thank HRH Prince Khalid Al-Faisal Al-Saud for inaugurating this Conference and for delivering the speech of the Monarch.
I would like also to thank His Eminence Sheikh Abdulaziz bin Abdullah Al Al-Sheikh, Grand Mufti of the Kingdom of Saudi Arabia, President of Commission of Senior Scholars (Ulama) and Chairman of Islamic Fiqh Council, for his continued support for the said Council and for active partici-pation in its activities.
I would like also to thank His Excellency Sheikh Dr. Muhammad bin AbdulKarim Al-Issa, Secre-tary General of the Muslim World League and Member of the Com-mission of Senior Scholars (Ula-ma) for the good efforts he made for Muslim World League in gen-eral and the Islamic Fiqh Council in particular. I don’t want to for-get to thank the researchers who responded to the requests of the Council and submitted invaluable researches.
Thank also goes to the Aca-demic Committee of the Islamic Fiqh Council for the great and sin-cere effort it makes in planning and preparing. Finally, I have to give a special thank to all departments of the Muslim World League that contributed to the works of this Conference.
I supplicate Allah Almighty to reward you abundantly, and to bless your works and deeds. He is indeed the grantor of this and capable of doing it.
